        On August 8, 1961, fifteen artists of the Willoughby-Ocean View area were invited by Mrs. E.A. Vaughn, Mrs. P. J. Elldridge, and Mrs. Ira B. White to attend a meeting at the Pretlow Branch Library in Ocean View. The purpose of the meeting was to discuss the possibility of organizing an art guild in this resort area of Norfolk. Such an organization, it was felt, would be an asset to the community as a civic and cultural endeavor to promote fine art. Tourism, likewise, would benefit from the guild sponsering an outdoor Art Festival for the enjoyment of visitors.

         The plan was received by all present with great enthusiasm. The name, Chesapeake Bay Art Association, was chosen and the Constitution/By-laws were drafted. The CBAA began with 18 Charter Members. The first outdoor Art Festival was held one year later in Ocean View. The tradition of an annual outdoor show continues as a premier show.
